Mr Hoover,
My question is about whether the run counts in the following situation. There are 2 outs and a runner on 3rd base. The batter hits the ball to the pitcher. The pitcher throws the ball up the base line in front of 1st base. The 1st base man catches the ball and then drops the ball when tagging the runner about ft in front of 1st base. The runner did not notice the ball was dropped and stopped and turned towards the dugout. The 1st baseman picks up the ball and tags the runner. The runner on 3rd had crossed the plate by time the runner was actually tagged out. Did the run count?

This sounds like a force out, regardless if the runner left to the dugout or not. If the third out of the inning is a force out, then no runs are counted. This is treated just like a routine play to first base.
