Little league vs Cal Ripken
Question
My question is to why do you think a town program would switch from one to the other. In my experience it is usually do to some self serving reason by the people in change. I know that sounds a bit scenical but may be true as well.
I have heard that there are some subtle differences in the rules that govern who can coach. For example In Cal Ripken a person who runs the league or a division in the league can also coach a team or the allstar team but in Little League you cannot as this can cause conflicts. I had also heard that a coach of a Travel or Select team cannot coach an Allstar team. There may also be differences on how teams are selected as well. It seems Cal Ripken tends to leave more up to the locals and Little League tends to be more definitive in it's rules.

ps I have played baseball through college and a bit beyond, I also coach travel/select baseball but feel that many have lost site that recreation baseball is for ALL levels of players and not just for the elite

Honestly, I cannot pinpoint one reason as why someone would change. Usually, you will have one league established and because someone is not happy with that league they will start another one through another organization.
It sounds to my like there are some issues within your league that you might wish to research.
