base running interference

Question
During softball tournament, ball was hit to out field and 3rd baseball did not get out of the running path of runner because he was looking at the ball being played.
Runner runs into him while he is standing, is that consider as interference? 3rd baseman did not move. Runner ran into him while 3rd baseman was looking at the out field where ball was hit.

It is interference but the question is did the runner try to score? If he stopped then it is a judgement whether the runner would have scored.If he keeps running and is thrown out on a close play then the umpire can award him the next base because in his judgement had the runner not been interfered with he would have scored.
