Who is the winning pitcher in this scenario?
After 5 complete innings of high school baseball in Wisconsin the score is tied 3-3. The visiting team scores 2 runs to take the lead in the top of the 6th. The visiting team has a new pitcher on the mound for the bottom of the 6th; he pitches until the game is over in 7 innings. The visiting team wins the game 6-5.
We thought the first pitcher should earn the win, but the newspaper reported the second pitcher earned the win. Who is correct?

Based on your info given above I can only guess the situation. Since the game was tied 3-3 and your team scored "2" runs in the top of the sixth, that made it 5-3. However you won the game 6-5.
The starting pitcher would be credited with the win if the score was never tied again after you went ahead 5-3. The win goes in this situation to the last pitcher in the game before the lead was taken.
However, if during the final two innings the reliever allows the game to become tied, (5-5) then the pitchers who threw before him are not eligible for the win. When your team took the final lead of 6-5, the reliever became the pitcher of record.
Hopefully this clears things up, as your info did not say how the game went from 5-3 to 6-5.
