Question
Can a right handed pitcher quickly step and throw to first to pick off a running immediately after stepping on the rubber (he hasn't started his motion towards the set position) without stepping off of the rubber?
Does a right handed pitcher have to disengage the rubber to throw to first.
Answer
First question is yes.....basically anything can happen until he comes to the set position. After he becomes set, then the pivot foot must be removed prior to throwing to first. Any other action requires the pitcher to complete a pitch towards the plate.
Reminder though....a pitcher does not have to throw to first as long as he removes his pivot foot from the rubber. He then becomes an infielder, & no throw is therefore actually required....
