Little League Baserunning Situation

Question
Situation is:
Runners on second and third with one out. A fly ball is hit to LF who makes a clean catch for the second out. The runner on third properly tags up. The runner on second is halfway to third and has not tagged up. The runner on third takes off and scores while the fielding team gets the runner from second in a rundown. After the runner from third scores, the fielding team realizes that they only need to tag second for the out to be recorded and they do that for the third out. Does the run count from the runner in third? Can you provide the actual rules or sections that your response is based on? This was an official Little League game.

Answer
Brian,

This is an appeal play.  If said appeal is made prior to the next pitch, play or attempted play, then it's an out.  If this is the case you have a "fourth out".  The appeal is made and the run does not count.

Rule 7.08 (d).

I hope this has helped.
