Can a relief pitcher get more that one blown save in a game?
Example: closer comes in a 1 run game in the ninth, giving up the
tying run for a blown save. His team scores a run in the tenth,
he stays in and gives up the tying run again.

Nope, they can only get one blown save. A pitcher is awarded a blown save only if they enter the game in a situation that would ultimately lead to a save. Since the second time, the situation they were in would not lead to a save, they don't get a second blown save.
Two different pitchers can get blown saves in one game though. As long as the team that lost the lead the first time comes back and gets the lead and then the second pitcher blows that lead.
