Balk during a time out.
Question
Situation: Pony baseball (14 and under), 2 umpires (Home plate and field), man on first, no outs. Batter in box, pitcher comes to the set position. Before pitcher moves from set position, batter asks home plate umpire for time, and home plate umpire yells time. Batter steps out of batter's box and pitcher then disengages from rubber illegally (pivot foot goes to side and front of rubber instead of behind rubber. Field ump calls a balk on the pitcher for illegally disengaging from rubber. It is my understanding that once time has been called, no plays legal or illegal can take place. Technically, the pitcher can dance on the rubber if he wants once time has been called. If the pitcher had started his motion to home plate and held onto the ball instead of throwing it to the catcher, it would not be called a balk because time was out. I have seen the preceding a few times during a major league game and it was never called a balk. Is the field umpire correct or incorrect?

Morning....thanks for the question....This one is very simple.
Time called = Dead Ball...PERIOD!!!!!
Nothing can happen at all. I called a balk one time in a D1 college game not realizing that my base partner had called time. We simply corrected the situation, no big deal.
Anyway, the balk call was incorrect in this case as you described.
