is there any penalty for a coach who just walks onto the field without asking for time(not during live play)or is it just a matter of the coach being a knucklehead and the umpire should call time and tell the coach what he should do. thank you

Joe,
Defensive coaches and managers should remain in the dugout until time is granted by the umpire. If it is blatant that the coach is ignoring this procedure, I would eject as this is unsportsmanlike in nature.
If he just is not getting it, I would order him to return to the dugout until time is granted. If he didn't comply, I would eject, as he is ignoring my commands and showing unsportsmanlike conduct towards me as the game official.
The mindset of just calling time and letting the coach do what he wants to do IS NOT the proper way to handle this situation. The excuse of "well I didn't know" does not apply here as it stipulates in the rule book how coaches request time and do not come onto the field until time is granted by the umpire.
