Base on Balls Dead ball?

Andrew I saw your reply to another question with the below answer. I was able to find this official rule a few years back but can't seem to find it now. Do you know where it is under? We are having the same issue with young umpires allowing runners who have walked to immediately steal second while my pitcher is off the mound or my catcher is in the process of throwing the ball back. Has the ruling changed recently?
ANSWER: No, remember, walks or base on balls is a dead ball situation. The runners can only advance one base then the umpire places the ball back into play when three things have happened.
1- The next batter is in the box.
2- The pitcher is on the mound & ready to deliver the ball.
3- The umpire calls, "Play"

This answer was in relation to the league & the level that they were playing in....As far as general rule on walks? Yes, a batter runner may continue on to second or more if the defense is not paying attention....It is not a "dead ball" in NFHS, NCAA, NAIA, nor MLB.
I have had runners score on a walk, then continue on to second & then errant throws got them around....A rare occurance, but it has happened....Sorry for the confusion....
