When a run scores just before the third out, Does it count as a run?

Thanks for your question. You're asking that if a runner legally crosses home plate just before, or at the same time the third out is made, does that run score?
That depends on how the third out is made. If the third out is a force play, then no runs may score on that play.
If the third out is a tag play, then any runs that cross the plate before the tag is applied will score. Any runs that cross after the tag is applied will not score.
If the third out is on an appeal, such as a runner missing a base, then any runners ahead of the runner put out on appeal will score, any following runners, and the runner put out will not score.
