Question
If a pitcher loads the bases and then leaves the game, a new pitcher come in and 2 runs score on a hit i know those runs goes against the other pitcher,but then the next runner he left on base scores on an error my the 2nd base is that a earn run for the pitcher that left the game

Thanks for your question; if I understand correctly, we have three runners left over from a pitcher who has just left the game - probably for putting three runners on!
Two of those runners score on a hit, which, correct, are two earned runs for the previous pitcher. Your question is if the remaining runner scores on an error, is that an earned run?
No, it is not an earned run for either pitcher. Since the "blame" for the run can be laid solely on a fielder, the pitcher cannot be charged with it.
