I have some general questions: baseball rules, setting up a little league, establishing emergency action plans, coaching skills, techniques, discipline, rewards, sport/league promotion. Can you help me?

that's a 'tall order' to fill. You will have to narrow your questions down to something more specific.
Perhaps, if you are setting up a baseball league in your area, you could either join an existing league or adapt existing league rules and practices to your circumstances?
For example, the book of rules in most baseball leagues and associations should not be complex, however, most rule books have hundreds of pages.
I've helped with a baseball association and I know the difficulties involved. The more parents involved, the more difficult it can be. Be aware of this and document all that you agree upon. A signed concensus is the best tool you can have when forming an association.
IF you need answers to all those questions, you should set up a committee of parents or volunteers and delegate roles and tasks. Make it very clear each individual's specific goal. Create a book - 'the book' - that your baseball association must adhere to.
You can find almost all the resources you need on the internet. If you don't know where to look, come back and ask. I'll try to point you in the right direction.
Almost every one of those topics you asked in your question, will have a separate (maybe lengthly) section in 'the book' devoted to it. Try to be concise in each section and ensure all involved 'sign off' on the contents of 'the book'.
