Ruling of call

My sons plays competive USSSA baseball and we ran into a situation this weekend and I would like to see if someone knows this answer. Here is the situtation. We had 2 outs and man on 3rd The batter had full count he swings at the ball the catcher drops the ball and the hitter did not run. (He hitter thought he tipped the ball but the umpire said he didn't) But the man on third scored before the catcher tagged the hitter out. Does the run count since it was not a force out and he scored before the catcher tagged the batter? If there is a rule can you guide me where I can find it in a rule book in case we ever have this situation again. Thanks

Unfortunately for your team, the run does not count. When the batter strike out without the catcher securing the ball, the batter is then forced to go to first. If he is put out before reaching first, any runner crossing the plate would not count. The situation is exactly the same as having a guy on 3rd with 2 outs and the batter grounding out to short. Though the run may cross before the out at first occurs, the force on the batter must be eliminated before it would count. In high school rules, this would fall under the section "baserunner" (I think that is rule 8). I don't have my rule book handy, so I can't cite the section and article immediately.
