Batter Fails to Touch First Base in Little League Game

Situation:

Home Team half of last inning.  Tie Score- One out.  One runner on 1st base.  Batter hits ball to right field.  On his way to an inside the park home run he fails to touch first base.  We tried to appeal but were told there was no reason to because the runner on 1st scored to end the game.  Can you advise?  Thanks for your time.

The rule I will cite is 7.10.

"Any appeal under this rule must be made before the next pitch or any play or attempted play."  

It sounds like at some point the players were throwing the ball around, trying to make a play on the batter at another bag, which means they would not be able to appeal the play.  Run scores.

However, even if the appeal was made, it still would have only been the second out, the ball would be live, and the runner would be able to advance and score during the appeal.
