Balk?
Question
Runner on 2nd. Pitcher in the set position lifts front leg, but then stops for just a moment. (I.e., for about 1/2 to 1 sec, the front leg is in the air). He then completes the delivery to home. Is this construed as an interruption of the delivery and therefore a balk? And two followups: 1) what if he throws to 2nd instead of pitching? 2) Is the high school rule the same as the MLB rule?

I'd call a balk on this. In my opinion, the pitcher is halting his delivery and attempting to deceive. It doesn't matter which base he ends up throwing to.
The high school and major league rules are the same in this case as far as I know.
