Clarification on Rule 4.04 in the rule book

QUESTION: In our Little League we play Majors with a substuition line-up.  In our game last night a player was a sub on the roster, but did not show up until the bottom of the 5th inning.  Their manager wanted to substitute him in the 5th spot.  In the Green Little League baseball rule book(Rule 4.04 pg. 57/58) it says that the player needs to go in the end of the line up.  Also, we have a rule in our league that a player must have nine defensive outs and 1 at bat, which would not have been possible as well.  Can you please help me answer both of these questions?

ANSWER: Beth,

I'm sure the rule about nine outs and 1 at bat is to ensure that all players get at least some playing time.  I would think that would be waved if someone arrived late, but still wanted to get in the game.

I would think that the rule in book you cited (4.04) is if you play a player short and then a ninth arrives late.  That ninth player would go at the end of the lineup.  If a player was coming out and a new player (the late arriver) put in, I would think that lineup position wouldn't matter.

QUESTION: Thanks for your response.  The game was protested by the  manager on the other side in the bottom of the 5th when they wanted to enter that late player in the line up.  The 2 District umpires at the game would not let him enter the game because they said that he needed to go to the bottom of the line up.  We scored in the bottom of the 5th and ended up winning the game, but now we have to play from where the game was protested and go back to the bottom of the 5th down by 2 runs because the umpires made a bad call.  We have since found out that the child was late because he was playing a Pony League game!!!!!  
Also, the other team put in a pinch runner for the same player twice in the game and was not given any punishment for that.  Do you know what the penalty would be for that?

On the reentering of the other player, it depends on the league rules.  Some leagues allow reentry of players.  If reentry is not allowed, your coach would have had to protest the game at that point.  Now, the point is moot.

If your team was just adding an additional player to the lineup, then the umpires made the proper decision.  The player should be added to the bottom of the lineup.  If, however the player in the fifth position was being removed to allow this player to enter the game, then the call was incorrect.

None of this really matters at this point, but hopefully this helps!
