Question
Regarding Rule 8.01b. In the latest version of MLB rules it state "...with his pivot foot in contact with, and ..." Now comes my question. I was under the assumption from earlier rules that the entire pivot foot had to be inside the ends of the pitching rubber. Has this changed?

I'm not entirely familiar with the MLB rule book nor do I have one on me at the moment, but in the high school and college rule books there is a note under this rule stating that any intentional partial contact with the rubber shall be deemed contact with the rubber. Hence this is a legal stretch position. I hope this answers your question.
