fair v. foul ball
Question
A ball is hit infront of the plate fair and is a high hopper going over the line into foul territory before third base. The fielder, standing in fair territory plays the ball reaching over he line and catches the ball. The ball never hits foul territory and the fielder is in fair territory. In little league, is this a fair or foul ball and how can I use the rule book to verify?

When ruling fair or foul, we look at the position of the ball and not the fielder. If the fielder is standing in fair territory, and touches the ball, and the ball is in or over foul territory, it's a foul ball. Rule 2.00-FOUL BALL explains this situation: "is a batted ball that... while on or over foul territory, touches the person of an umpire or player, or any object foreign to the natural ground."
