The course is usually given by a certified diving instructor and not just a certified diver. These are two entirely different people. The diver is certified after having scuba diving lessons and the diving instructor is certified after going through another course entirely different from those of the beginners.

During most of the scuba diving lessons, all but the basic equipment are rented by the student. This is because some of the equipment can be expensive and you do not even know yet if you are really into scuba diving or not until you finish the course and dive in the open ocean. Of course, you can always buy your own regulators and air tanks if you are so inclined and if you can afford them. There is no law saying you can not.

Enrolling in scuba diving lessons is a requirement before you can actually dive. Most diving tours and operators will not allow uncertified people to go on their diving tours unless they have the right qualifications.

Usually, at the end of the scuba diving course, graduates or finishers will have an open ocean dive. Not all scuba diving lessons operators do it this way so you might like to ask before you enroll.
