What is the bait to catch milkfish?

Bangus (milkfish) is a vegetarian species and one type of fish that does not have sharp teeth. As such, any form of bait is appropriate for catching this fish. However, according to the Bureau of Fisheries and Aquatic Resources - National Fisheries Research and Development Institute, the most common bait used by fishers across the country includes bits of bread, cooked rice, and ripe papaya/mangoes.
