Bicycles did not have huge wheels back then. The "penny-farthing" bicycles, characterized by their large front wheels and small rear wheels, were popular during the 1870s and 1880s but were not the norm throughout history. The more conventional safety bicycles, with two wheels of approximately equal size, gained widespread adoption by the late 1800s and have been the standard design ever since.
